4DO is an open-source, low-level emulator based on the FreeDO source code.
Latest improvements:

+ Patched audio timing bug from 1.1.5.0 and 1.1.5.1 - This bug manifested as an audio skip about every 4-5 seconds when playing any game.

+ Screen saver is disabled while playing.
+ SlimDX upgraded to January 2012.

Latest improvements:
| + Fix for Phoenix 3 hanging in load screens - A continuation of the changes to move 4DO to the new timing behavior. It will not always work (it works about 50/50, in my experience), so you will have to save beforehand and try skipping the cutscenes at differing times. But the game is otherwise quite playable!
+ Once-a-second stuttering/lag spike resolved - It was discovered that some systems were slower to perform than others in polling for input devices, which was causing a noticeable delay in emulation every second. This is now resolved.

Jpcsp SVN r2459

Jpcsp is the most advanced PlayStation Portable emulator, allowing you to play your PSP games on a PC. Even though Jpcsp is written in Java, it can already reach 100% PSP speed on a lot of commercial games... and the emulator performance is constantly increasing.

r2459 - Software rendering:
- new finding: depth buffer is only updated when the GU_DEPTH_TEST flag is enabled (tested with 3DStudio).
- use of Rasterizer also for 2D triangle (faster)
- small optimizations
- added new statistics to better identify bottlenecks
r2458 - Small performance improvement in software rendering: avoid unnecessary texture clipping when the wrap mode "repeat" is enabled.
r2457 - Further improvements in the software rendering:
- added support for compressed textures
- small performance improvement to early detect primitive being culled or clipped
- added support for 3D sprite rendering
- small fixes

MoarNES 0.12.2.22

MoarNES is an emulator for the classic Nintendo Entertainment System video game console. It is relatively new, and currently still in alpha. It is being continuously worked on an improved with the goal of being among the best NES emulators available. Is it there yet? Not quite, but it's a very useable and fairly compatible emulator still at this point. It is written from scratch in C, with no code taken from existing NES emulators.
Since there's no change-log, here is what author said about alpha release
| Although a fairly basic emulator right now, I am working on implementing several major new features soon. For example, netplay support and re-recording for tool-assisted speed run creation.
I am also looking into the possibility of an extended debugger, an integrated assembler, and a tile editor to assist in developing homebrew NES software.

Supermodel WIP

This one is kinda old, but still worth mentioning. Supermodel emulates Sega's Model 3 arcade platform, allowing you to play a number of ground-breaking arcade classics (like: Daytona USA 2 Power Edition, Fighting Vipers 2, Scud Race Plus, Star Wars Trilogy - screen below) on your PC. It uses OpenGL and the SDL library, and can run on Windows, Linux, and Mac OS X.
Changes for latest WIP version:
| + The diffuse and ambient lighting model has been tweaked resulting in improved colors
+ Preliminary specular lighting implement, which makes vehicles and metallic background objects appear shinier
+ 2D rendering engine partly re-worked to support layer priorities
+ 5-10% performance increase in the frame rate when running in multi-threaded mode.

EMU7800 v1.2 released

EMU7800 v1.2, an Atari 7800 emulator, was released today. EMU7800 is for Windows and was written in .NET. You can grab the latest version from their sourceforge page. According to the developers, most ProSystem (7800) and VCS (2600) titles run well. EMU7800 runs on Windows XP SP3 and higher systems. Performance is sufficient on current hardware. See the changelog below.
- Fixed emulation regressions from prior release that were known to impact KLAX, Ace of Aces, Pitfall, and Grandprix
- Restored Keypad controller input for 2600

A new revision of the only working PS2 emulator, PCSX2 is out. The commit was made by GSdx author gabest with this changelog:

Not transferring unused vif registers to the MTVU thread can save at least half of the ring buffer space. The whole set is about 400 bytes, including padding, but I could find references to only 6 regs.
|
First tests indicate a 2-10% speed boost while using the MTVU hack and this new GSdx plugin.

bsnes v085

bsnes is a Nintendo, Super Nintendo, and Game Boy Color emulator, that began development on 2004-10-14. It focuses on accuracy and clean code above all else. It never uses speed or compatibilty hacks. As a result, the minimum system requirements are greater than with other emulators.
Changelog for v085 :
| - fixed auto joypad polling edge case; fixes Ys 5 controls
- fixed Justifier polling code; Lethal Enforcers should be fully responsive once again
- rewrote SNES S-SMP processor core (~20% code reduction)

- treat Game Boy HuC1 RAM enable flag as writable flag instead; fixes Pokemon Card GB
- created far faster XML parser; bsnes can now load XML files once again

MAME 0.145 released and 15th anniversary!

Happy Birthday, MAME (Multiple Arcade Machine Emulator)! The project turned 15 yesterday, and with it came release v0.145! MAME is perhaps one of the most comprehensive emulator projects to date. This release bring a long list of bug fixes and source changes. Here is what the developers had to say,
| Happy 15th Anniversary! Over its 15 years of existence since MAME 0.01 was released for MS-DOS with an initial library of 5 sets, MAME has grown exponentially to the point that no one thought we would be, boasting 18,650 different sets and operable on more OS platforms than thought possible. While video-based arcade games were the original targets for MAME, the scope of the project has grown to include documentation of virtually all coin-operated amusement devices including gambling (video/slots), coin droppers, pinball machines and more. Through the efforts of the literally thousands of developers, players and others who have provided assistance and feedback over the project's history, we would like to thank all of them that made this possible!

Ootake [pronounced oh - ta - ke] is great PC Engine/TurboGrafx16 emulator, with high compatibility, nice GUI and a lot of settings.
| - At setting of "Option" button in the start window, "MiddleLight" button
was added. If your PC power isn't enough, please use this.
- At "TV Mode" and "Horizonal Scanlined" mode (Setting->Screen menu), the
image quality setting of default was changed. The density of scanlines was
changed to 70% from 30%.
- At 640x480FullScreen, Horizonal Scanlined (& TV Mode) and Full-Stretched
Mode, the image quality was improved. * At this mode, a stretch of screen
isn't performed. The FullScreen is drawn with drawing of overscan area.
- The speed and timing were brought close to the movement of a real machine.
In "Circuslide", The problem that BGM occasionally fell into disorder was
solved.
- The processing of switching to full-screen has been improved. (
correspondence to older PC environment)
- Additionally, a detailed part has been improved and corrected.
- The execution file for "Windows 98/Me" was opened to the public. The
operation test is not done. Please see "Readme98.txt" in the ZIP file
about details and notes, etc.
